Tailgate Woe's

I have a 92' Daily Driver with a rusted out tailgate that bends in the middle of the area were it piviots and a good gate on a 91' that needs to be opened with a puddy knife wedged in the sides of the bed. I want to trade out the internals into the gate with good sheetmetal but I can't for the life of me figure out how take it apart in a way that I can reattach the operating rods to the latches.
 
isn't there an acess panel on the one side?? I have a first gen so I'm at a lose myself... I'm just trying to throw some ideas out there.

There is an access panel on the top of the inside of the tailgate on the 93-97s. I know for sure, My tailgate handle won't open and I opened it up to take a look. I think you could gut the insides of it, not sure of the tools you'd need though.


EDIT: My dad's 89 does not have a panel in the back of it, Unsure of 90-92s.
 
I'll try the latch first and see what happens. Thanks guys!
