replaced iac, high idle(1500) only when warmed up now..

So I replaced the IAC because of a high idle and the one i had was gunked up. It runs a tad smoother and idles smoother, but now. once the car is warmed up and i come to a stop, instead of it sitting at 1500 for a split sec and dropping to 1k, it stays at 1500... Now when I unplug the IAC while its idling at 1500, it drops to normal, so i plug the iac back together, but then driving again will do the same thing, but as soon as i disconnect the iac, its normal. The new IAC I got tested in spec for what its suppose to be at, i think 7-13 ohms. it was 9.6ohms.

could my TPS be adjusted wrong?
 
Is the throttle plate closing completely?

I did notice there is a small hole in the almost center of it...is that normal? Ive never seen a throttle plate with a hole drilled in the middle.

Im looking at the problem now...Usually I always check the sensors harness connector and look at the metal connector pieces to see if there even making good contact when plug in. They look flat so im going to slightly bend the metal connectors in the wire harness so when i plug it onto the iac i at least know its getting a solid connection.
