Horn/ Cruise control not working?

I posted this issue some time ago and now that I am working on the truck again I need to fix it. I don't know if they are related other than they are both on the steering wheel? I looked all over this site to find anyone else having the same issue. I found some people talking about a "relay" by the ashtray? My Chilton diagram does not even show anything on the steering wheel or horns? Where is and what does this relay do? I removed my steering wheel and cleaned the contacts real good on the wheel as well as the spring loaded buttons. Does anybody have a "good" wiring diagram they can share? Does anybody have a pic of this relay?

I have looked at the sheet on the back of the cover plate as well as the wire diagram, where is the fuse?

I have not recieved any responses back on where the horn fuse is? I will be all over this issue on Saturday. I may have to make a run to pick and pull for a few replacement parts?

fuses

on my 89 the fuse panel is above the E-brake, I have had the fuse go out and it does effect both. on an 86???

if it has a fuse, which on is it? It is not listed on the plate or in my book. I do believe that it has a fuse but unless I pull them all one at a time I don't know which one to look at? I guess I will look at all of them.
