can anyone please tell me what this is. It was located directly in the block and appears to have a hole into the crank case but there is a cover rivited over it

Well, it's F*cked whatever it is...lol!
Actually, that is the canister that goes on the side of the block under the intake and is part of the PCV system...looks like you need to replace it, but they are usually easy to find and clean up...
Just get one from a Junkyard and run some gasoline through it and let it sit overnight...or you might try some other chemicals that break down oil goop...like that parts cleaner stuff...
EDIT: BTW, that is an important part for your engine...without it your crankcase builds up pressure with no place to go...so remove the rivets with a drill if you are using that block (which may or may not be a good idea if they ran it long without that) and drop in a replacement then hook up the hoses to the PCV (positive crankcase ventillation) valve and then to the intake or TB...

It looks like a crank case vent connection off of a older 2.3 L
Ford 4 cylinder . I think it was mounted under the intake manifold on the block and the top conection was routed to the under side of the air cleaner sheet metal . It works like a check valve for the but the vapors pass thru

That how I remember it on a 76 Ford 2.3L Pinto engine I built and modified
that I installed in a 73 Ford Courier.

I couldn't remember the exact name either, but you were right about what it does...
It was one of the first things I changed on my 2.0 when it started spitting foam out of the dipstick...but that was a sign of much deeper problems like a hole in the piston and a few cracks in the head near the valve seats...
