1990 fuel guage

Needle is just above E with key off.Drops to E when key is on-this tends to tell me power is getting to the guage (all other guages work).Yet when I ground the sender wire,guage won't climb.Any input?
 
When you ground the sender wire, the guage should read full. You either have a bad guage, or a short in the cluster. Possibly elsewhere in the wiring. Possibly a bad sending unit as well. Test before throwing parts at it :)
