I don't know what you were able to find on the internet but I remember looking at a 1995 SHO with a 5spd and leather at Newberg Ford in Newberg Oregon when I bought my last ranger (91 2wd reg cab short box 4.0L XLT) back in 1994 and the window sticker with destination and all the added crap it came out to $42,xxx.1999 SHO stickered at $29k according to what I found.
I don't think $38k is THAT bad, the car is as big as a 7 series BMW, with the price of a 3 series.

paid $5200 for my ranger with 57,xxx miles so its not like they marked stuff up.
