I seem to not be able to upload a photo for my avatar i want to add my truck but it wont let me

What type and size is the file (image)?

It is JPEG image and the size is 2.37 mb

It says right under the file Browse field:
Note: The maximum size of your custom image is 80 by 80 pixels or 68.4 KB (whichever is smaller).

You need to make that thing WAAAAYYY smaller.
