my 3.0 has a strange whistle????

Ever since I bought my 1997 ford ranger it has made a whistling sound. The engine is a 3.0 and i just had a long block put in, due to swamping the original engine, but it still makes the whistling sound. It seems to happen more in the winter then any other time. It will happen at any rpm any speed as long as it is at a steady pace. Anyone with any clue as to why it's happening??? This has been driving me nuts for two years and I really want to fix it, so any help will be much appreciated.

it has a k&n air filter with the stock intake.
 
check idle air... mine did that an it was a bad idle air.. also could be something with the cam? few guys over on rps were saying that theirs was making a whistling noise an they since changed it an its gone away.
