Do all rangers come with plug-ins, so i could plug it in when could. If so where would it be
 
No they generally don't come with engine heaters. They can be added however.

Dunno where you are at, but I don't need one here unless I am trying to coax an old diesel to life to haul hay... and at times you need that, a can of ether and a small miracle.
 
Engine block heaters were optional. If you have real cold winters in your area, I would think they'd be pretty common. Like said, one can always be added though.
 
I have one on my truck and I have never needed to use it. It is 1* outside right now and it is suppose to get colder, I can gaurentee that the truck will start in the morning. However, you can pick them up at almost any parts store.
 
I wish I had block heaters in both my trucks. Right now neither have one. My 88 had one but the cord melted off.

If I had one I'd use it a lot. Having no oil pressure for a while until your oil warms up when it's -15 out is gay.
