Are pressure plates kind of like brake rotors in like they can only be turned so many times? If so how many times can one be resurfaced? Thanks

I don't know how you would mount one in a lathe to resurface it correctly, due to the springs. The surface would flop around. Usually, they are replaced.
Did you mean a flywheel?
There is no spec. Usually, you replace them when they crack. Which is much more likely to happen due to a slipping (worn out) clutch than due to structural weakness.
I replace mine with a reman every time I do a clutch job. Remans don't cost terribly differently from resurfacing a flywheel.
