There isn't a whole lot of room in there, it might block cooling. The later trucks have a lot more space in there and a handy cross peice that makes it really easy to, no such luck with a first gen.
A quick and cheap way to do it is use the stud of the light to replace the top bumper bolts. A slightly more time consuming way is to drill new holes in the bumper and mount them where ever you like.

I had some 5x7's mounted sideways on those plates behind the grill, didn't work the best because the were fog beams or something and sort of just made a v pattern infront but if they are round lights you should have no problem I would think.

Thats how I have my PIAA fog lights mounted
And I'm in the middle of building my front bumper, so mounting to the stock bumper is out of the question.
With my bumper design I don't have alot of room to mount lights. I'm not too sure how I want to run my tubes. I guess how I run the tubes will determine where I can mount my lights. I had the plate for my winch mount cut today(pops has a 90 ton shear at work) and I'm going to weld it tomorrow.

The 4x4 offroad mag did some hypermiling with a 1 ton diesel with teh single axles setup (not dually) they cardboarded teh wheels closed the mirrors windows up and air off. They managed to pull in about 30 mpg with that pig.
One other thing they did was cardboard off the entire grill except for the lower opening, said they didnt have any probs with overheating. but it was a newer truck and different motor, i dont know if the ranger would react the same way, but i wouldnt think it would run hot with a fan to pull the air through. The fan might kick in more often, but I cant imagine where there would be aproblem.

Problem with mounting on the bumper is that any "tap" and you will most likely destroy your lamps. I would cut holes in the front valance(rubber under bumper) or actually mounting the lamps INTO the grill(dremel time)
