Why cant i change my avatar?

tried to change it but when i do the browse it says "this is not a valid image file" even though its saved in my picture folder. and when i try URL, it said "invalid URL"

scratch that......had too many www's and http's......this thread can go to the recycling bin.
 
I got avatars disabled.
