NO Heat, Heater hoses hot, blower works

Got a '97 4.0, During the summer with the A/C on it works great blows cold but after running the A/C for awhile the air flow starts to go down and then to nothing at all when this happens I turn the A/C off to just the vent and after awhile on that I can turn the A/C back on and it works great, Well now that winter is here the heat did the same thing to me the other day except it is cold now and the heat didn't come back, the blower works like it should just no air coming out of any vent, heater hoses are hot both of them, I have the blend actuator out and it turns about a quarter turn when I change the temp dial from hot to cold. I had to go get a smaller mirror so I havn't checked the inside of the blend door that is in the write up. I am just wondering if anyone has any thoughts and the probablility that the heater core is bad. The windows hadn't been fogging up like the should if the core is bad, also I don't smell coolant. thanks for looking and hope someone has an idea.

Could be low fluid levels if you haven't topped them up for a while...could also be the heater core is plugged...

It's easy enough to remove and test the heater core...or just replace them...I think they are $20 or so last time I heard...more expensive in Canada...of course...
