Doesn't work at all period?
Could be many different things.
Probably the first things you should check:
Clutch pedal position switch under the dash (make sure it's properly secured)
VSS/speedometer gear assembly
Power to the cruise control module
Vacuum line to the throttle solenoid
Solenoid throttle cable
