Pretty much like the title says... when you are bleeding the brakes is the truck on or off?

I prefer off so I am not breathing exhaust when I am under the vehicle.

depends on how your doing it.

90% of the time the engine can be turned off.

like what.......?

yea...when would you need the vehicle running?

keep in mind I have never bled ABS, but I can't think of a single time I should have had the engine running.

even ABS doesnt require the engine to be running to bleed the calipers.

you need to have the key on if you replace the ABS module on a newer 4 wheel ABS vehicle. but the engine is still off.

So then should the key be in the on position so everything is powered up?

thats for newer 4 wheel ABS equipped vehicles and only after replacing the ABS unit itself. your truck isnt new and it only has RABS. the key can be on, off, or in the garbage....your brake system doesnt care.
