98 Ranger. When car is running and AC switch in OFF position heat can still be felt coming out near the feet. The blower is not on. A slight hissing noise can be hear near the switch, like air is escaping from the little tubes that connect behind it. It's the same amount of heat as if the heater was on but just without the blower.
