She went out to go to work today, and her headlights on her Honda Civic wouldn't come on. Parking lights worked, no headlights. She had to drive to work with her highbeams.

It's probably the switch, but it's the lever type built in to the steering column.
 
they have fuse's to. and the switch is not to hard to change.
 
Whenever you figure it out Jim, let me know. My gf's Toyota does the same thing. I have changed the switch, the relay, and the fuse with no luck fixing it.
 
I believe there was a recall on some Honda's headlight switches. I would look into that.
 
My Zuki cost me nearly $600 to replace a column switch...tried a used part first and that didn't work...had to order a new one at $425 or something like that...and the dealer tried to charge me labour again even though I bought the first one from them (used) and noticed right away that it didn't fix the problem...they said that used parts are not covered???

Anyways...hope you figure it out at a fraction of the cost of mine...
