Idle and Timing

Have 93 Ranger w/3.0 The pickup was sitting for 3 years when i got it.
When pickup is cold idle goes up and down, when it warms up it stays steady except when deccelerating goes below 5 on rpm. brought for inspection and said vacuum leak was fixed. but still have idle problem no codes checked resistence on iac, tps,maf,. Also cannot get timing advance.Removed spout connector and there is no change.
Also changed ICM. I am thinking it's the PCM.
Any one have this problem before.
Any info appreciated

Doesn't account for the timing issue, but have you checked the fuel pressure regulator? That was the cause of a wandering idle on my 2.9.
 
i agree with mike.

put the timing light on her with the spout plugged in. then have someone unplug it while you watch the timing. if nothing happens then you have an open spout circuit.
 
Spout and Timing

I removed the spout connector and there was no change in timing. I checked the spout wire from icm to pcm and no short. Which brings me to the pcm. Does anyone have any ideas?
