can anyone tell me where or how i can replace it

its the bolt for a 95 ranger front disc break it holds the pads on the tight to the rotor

You can buy the bolt at the parts store. Is it a caliper bolt or a bracket bolt? if it is a caliper bolt you can get a whole new bracket at the parts store. They may have to order it though. Otherwise you could take the bracket into a repair shop, machine shop or fab shop and they can fix it for you.
I'm not sure if that uses a removable bracket though, I work on to many different things to remember.

You should be able to remove the knuckle and drill it and use a bolt extractor to get it out after letting it sit with some PBblaster. Heat would help too.

The bolts that hold the caliper and pads together to the rotor are known as caliper slide pins/bolts. The other bolts are the caliper mounting bracket bolts that mount to the steering knuckle.
The slide pins are usually about 5 bucks for the set for both sides.
The caliper mounting bracket bolts usually have to be matched up from an old one for thread pitch and length as most parts stores wont know from looking it up in the computer.
