What to do about Explorer filler neck?

The fuel filler neck on my Explorer is trashed. The truck is from PA and the filler neck is rusted through in places. I can smell gas and it sets off my CEL. I think this thing is way beyond JB Weld and it looks like the previous owner put tar or something all over it. I tried to order a new one online, but Ford discontinued the part in '03, and no dealer anywhere has one. I went to Pull-A-Part and found one, but some a** hacked the plastic part of it up when they were taking out the gas tank. The metal section looks like new, but the plastic tubing is crimped on and the shop I took it to said there was nothing they could do with it as far as crimping new hoses on. So, has anyone successfully saved a filler neck that has been cut in the plastic section? How?

Also, can I use the filler neck assembly from a 91-94 in my 95? The 91-94 assembly uses hose clamps to hold rubber hoses to the metal section of the filler. It has the main hose and the vent hose, like mine, but my concern is that the different style of filler neck could cause gas pumps to click off at the wrong time. Also, I'm not sure how the plastic ends of the original filler neck attach to the gas tank, so I don't know if I could just attach rubber hose with hose clamps.
 
could you swap out the whole tank and filler neck from a newer one into your older one? I know with the old chevy trucks which i used to run in my fleet you could put the 81-87 tank in the truck as long as you used the f whole assembly.. i have no clue on the fords the fords i have never had that problem
 
I suspect the neck was changed because OBD-II flips check engine lights when the fuel tank/evap leaks, and the hose clamp version was too leaky.

Meaning, you probably don't want to use the old version.

I'd try another junkyard. Full service might be necessary here. I have the same gripe as you with people in too much of a hurry that ruin nearby parts, especially fuel lines and wiring harnesses. It's all too common and really not very nice.
 
I'll keep hitting up junkyards to see what I find.

I like pulling my own parts when I can, but people are just selfish when they go after parts and don't hesitate to rip everything apart. A full service yard probably will be my only bet for finding an intact assembly.
