Did you break the other off?
You need to get that bolt outa there, pull the lower shift stick off and just stick the other on.....
edit: you should be able to use the nut off one end of your slip bolt and put it on the other end to littlerely pull it out as you tighten.

Can you explain what the slip bolt is? Should there be a nut on both sides? Are you saying to put two bolts onto the same side of the bolt? Just confused by how you suggest to get the bolt out of there.

There should be a nut on the side of the bolt that is not pictured. Take that nut off and thread it onto the part that is showing in the picture. Tighten it and it will pull the bolt through most of the way. After it's tightened if it doesn't slide out easily then give it a light tap with a hammer and it will come out.
