I don't know anything about Tauruses,

if I had to guess, I would say that it goes to a vacuum tap under the upper intake plenum, like a 5.0L EFI design. Can you locate the vacuum tree?

A vacuum leak would definitely cause driveability problems.

How or why it popped off? Maybe it's just broken?

Just some thoughts, could be wrong.

try to find a vaccum diagrams on the web.... or let the engine idle and spray intake cleaner around the intake. if the engine sound change your hoses probably plug at this place;) your code will probably diseapear if you find the vaccum leak.

+1, I've seen some of the most experienced techs use this method to find vacuum leaks. Use the little straw to narrow the search area, rather than spraying the whole engine at once.
