Is there a need to time the clock spring?
Well, basically you disconnect the battery and let sit for a few mins soo the airbag system is disabled.
Set the steering wheel straight as possible.
Remove the airbag/horn button. Should be a few bolts holding it in from the backside. Remove steering wheel (you can rent a steering wheel puller from the parts store). Remove clockspring.
Hold the CS locking tab depressed (what this is should be obvious).
While holding the outer housing stationary and holding the locking tab depressed, GENTLY turn the spool CCW until it just stops, then back off 2.25 turns CW.
At this point, the flat in the hole in the center hub on the CS should be aligned or nearly aligned with the flat on the steering column axle. (Remember that the front wheels had to be pointed straight ahead when you took it apart.)
Release the locking tab to lock in the "timed" position.
Then slide the hub of the CS over the steering axle and snap the 3 CS retaining clips onto the cast steering column - top and side clip first, bottom clip last.
It might sound a bit vague, but once you get the airbag and steering wheel off you'll get a better understanding.
