MINI throttle problems.

So its a mini cooper 92 or 93, rover. When at a stop or slow speed(it a manual) the engine begins to rev up and down, very smoothly. Was wondering if anyone has anyclue of whats going on? or has had similar problems with their RBV' anyhelp is appreciated lots.
