2150 carb sol-vac holding solenoid question

does anyone know whether I really need this solenoid that attaches to the throttle lever on my stock carb. its currently not touching the lever and even when it is fully extended it does not touch. I just did the duraspark conversion and didnt know if this was really necessary. Thanks
 
On the bottom front of the carb? That is the idle speed motor for the computer just scrap it
