No, the D28 almost doesn't even hold up with the dinky stock tires, let alone 36s (I wouldn't really trust the 7.5 with over 33s under a BII either).
To run those tires your easiest swap would be to the D35 & 8.8" from an Explorer. Very common swap, info on it is throughout the forum as well as in the Tech Library.
