95 ranger high idle help!!

Ive got a 95 ranger 4.0 5 speed and when u plug up the iac valve it idles around 2000 to 2400 rpms when u unplug it it idles under 1000 but seems like it doesnt run good. I thought when the iac valve went bad it wouldnt idle but ive been wrong before. could it be bad?
 
Could be but try cleaning it first. Unbolt, unplug, spray with cleaner and replace.
 
Spell out "you" .

Bad IAC will make it not idle PROPERLY. Sounds like yours is getting stuck open.
