parking brake

I have an 88 ranger and my parking brake only holds the passenger side tire. i looked where you can adjust it and the drivers side tire brake cable is hooked up. i had someone push the parking brake pedal inside and i looked at the drum brakes and they dont even move unlike the other side. I did adjust the other side but not the parking brake i just adjusted the star wheel adjuster. Do i need to adjust the star wheel adjuster on the drivers side to get the parking brake to work?
 
I was listening to a radio show today about cars and this topic came up (the parking brake). They recomended that you hold the brake and set the parking brake and release several times. This should adjust the brakes. They also said backing up would do the same thing. Good luck!
 
They are self adjusting (on mine anyways) and I had to do a few backups and hammer the brakes on to get them adjusted properly...

Only problem with manually adjusting the star wheel is you can over tighten the brakes...best way to do them though is to lift the rear end and spin the tire as you adjust...the wheel should never stop completely (means you over adjusted) but when you feel it just start dragging a bit then it should be where you want it...

I usually install the star wheel completely open and after the drum in on I adjust it a few notches then take it out and do the backup/hammer brakes a few times till I feel the pedal is good...
 
What I get from the question is regarding the PARKING/EMERGENCY brakes not working on the drivers side. The most probable cause IMO is a seized cable. Take off the drum on that side and try the e-brake again. Then replace the seized cable.
