Push rods and rockers loose after cylinder head skimming

Well, the title says it. I blew a head gasket last week when my water pump failed. I tore down the engine to replace the head gasket (v6 3.0L vulcan in an aerostar). I was told to get my cylinder heads skimmed and checked for cracks. Right now I've got the exhaust manifolds, cylinder heads, and the lower intake manifold installed and torqued down. I went to install the push rods and rockers and some of them are loose.

I've spent the morning looking for answers online. Have any of you run into this problem before? Did I do something wrong, or is this just a newbie mistake?

The lifters in this engine are hydraulic. The car has been sitting in our garage since January 13.
 
Do you know for sure they went back on the same side they came off?

What is the degree of "loose"?

A little lifter bleed down wouldn't be unheard of.

I believe I installed them switched around. I was under the impression that they're exactly the same.

the lifters should take up that slack when you start the engine. resurfacing the heads would make the clearance tighter in the valve train anyway
