Loose oil slinger on Dana 35?

I am helping a friend set up a dana 35. I put the slinger on then pressed the bearing on all the way and noticed the oil singer is loose on the pinion head. I took apart my d28 and the slinger on that isn't loose. So what did I do wrong? Did I buy the wrong bearing? Or was there supposed to be a shim with the slinger? The diagram on here shows no shim just the slinger. I am putting shims under the race.

I am setting up Nitro 5.13's.

Took apart my spare d28 and there is no shim just a slinger. I looked up the bearing I got at Rockauto and it says it for the d35 inner. So I have the correct bearing, no shim, but still a loose slinger?
 
Sounds like the bearing just isn't seated down all the way against the slinger.

You're right. I bought the same bearing and installed it and it seated correctly.
