What exactly is "rep power"?
How does one get it?
Who allots it and do we have input on others rep power?

Middle bottom button under you little profile on the left... It's one of those things you award to a user that gives good advice, or help, etc... you link the thread with it, and it gives them a rep

It also goes up with post count.
