Fender dent repair

I have a couple of dings in my front right fender('86) that are about 1/2 inch deep. Should I drill holes and pull or take the fender off and beat them out? If I take the fender off, will that give me better access to the air intake channel that fills with leaves? Thanks!

Pull the fender. NEVER leave a hole behind bondo or it will bubble out eventually.
