When decelerating, as tach slows to about 2100 RPM vehicle FEELS LIKE brakes are applied and vehicle slows at a faster than normal rate. As tach then slows to about 1500 RPM vehicle FEELS LIKE brakes are released and vehicle slows at a normal rate. Since this problem does not occur if I place the vehicle in neutral as I decelerate, it appears that this is an engine compression braking issue, not the vehicle brake system. Is this common in the 2010, 4.0 liter V6, manual transmission Ranger ??

Welcome to TRS.
That is normal for vehicles with a manual transmission. My 88 does that too.

Yup, sounds like you have described normal engine braking.

You won't notice it right away because it takes the engine a bit to spool down. Then at 1500 the wheels and the engine are moving so slowly that the effect is gone.

Yep, completely normal

When you get off the gas the engine momentarily goes into a reduced fuel strategy for several seconds until the computer is sure you aren't going to get back onto the gas.
Then if the engine rpm is above a certain rpm it turns off ALL the injectors until rpm drops below 1500rpm, then it starts firing them randomly below that

You think an engine compression brakes better when the fuel is cut off?
You Betcha it does...
