cant get 84 b2 running

I replaced the heads on the 2.8 put everything back together and proceeded to starting after fill with fluids. When i tried to crank it over it was almost as if it didnt have fuel. Doesnt make since being that i also replaced fuel pump. i also had to replace my accel. pump due to hole in diaphram. So now i have everyback together and am trying to start it. nothing. my father mentioned playing with the distributor(rotating it). I began to cross the solenoid while rotating dis. every once in a while i would come to a position that would cause white smoke to come out of the carb. i am stumped and have no clue as to what to do. I would greatly appreciate some help.
 
Did you rotate the engine after removing the distributor? If so did you make sure #1 piston was at top dead center (TDC) and the distrobutor was put back in with the rotor pointing at the #1 plug on the cap? From your discription sounds like you are about 180 degress out of time and no amount of moving the distributor will fix that. You'll have to pull the distro and set #1 to TDC then restab the distro.
