on another ranger site i saw a guy who had to notch his frame a little to do a v8 swap. i thought i saw some stress fractures in his frame at the notch
what do you think?i wanted to warn him, but thought i run it by here first.

Hard to tell for sure if they are stress cracks.
It looks more to me like markings to give a idea where he had to cut the frame. Maybe he used a soapstone to mark his notch out area?

it does look like soap stone now that you mention it

That little notch will hurt absolutely nothing. It looks like either soapstone or scratches from installation or something.
