I had a 2.3 auto and I got 18-20 mpg

A rough driven and not very well maintained auto in the city will ge below 24. But a well taken care of well driven mint 4 banger will get between 26 and 30.

I used have a 1987 LX 2.3L 5 speed Mustang and I would usually get low 20's mpg city.
