Seems I have the only non-fleet XL Ranger around. At least as far as the 98+ Rangers go. LOL. Mine has cloth seats which, At first, I figured I was just lucky, but I think most Non-fleet XL's got them.

they were optional, so maybe the first owner ordered an XL with optional cloth seats

LOL, my aunt's husband was the first and only owner, so I know it's history. It has the smoker's package and neither my aunt or her husband smoke, which leads me to believe he bought it right off the lot. Now, with his new car- a Mini Cooper, he specially ordered it and had to wait a few weeks for it.
