Where is fuel shutoff switch on 89 BII

Can someone tell me where the fuel shutoff switch is on an 89 BII? I work with a guy who lives in West Union Ohio who has a BII that he put a motor in a while back and it will not start, so he thinks it is the switch tripped. He just can't find the switch.
 
It's on the passenger side, below the dash, below the heater box, almost on the floor next to the transmission 'hump' you may need to move the carpet out of the way to find it. Just above and to the left of where your left foot would be if sitting in the pass. seat.
