Won't pass smog, need help

Long story short, replaced heads on my truck. Ran seafoam through intake and through my gas tank. Replaced O2 sensor. New plugs, wires, and air filter. Cleaned ask gunk out of the intake. My first test failed, max HC readings at idle allowed is 100 and I got 115. Now I'm reading 205. All other readings are fine. Tech is telling me that it could be the rear cat. any thoughts?
