Winter tire recommendations?

I love my 99 manual, 2.5L, RWD little buddy but I recently moved from Minneapolis to Duluth, MN where there are actually hills to climb and winter is coming fast. In the past I've made due with a couple hundred pounds of sand in the back but I don't think that'll cut it up here. Any recommendations? Get by with just 2? Start taking the bus?
