While trying to figure out why my blinkers quit found a broken ground strap

Pulled the bed the other day to swap out a rotted fuel fill tube and forgot to disconnect the tail light connector in the rear now I’ve lost blinkers, everything else works just fine but absolutely no blinkers. While chasing the wires to make sure nothing was pinched I found a broken ground strap on the frame just hanging right near the fuel fill hose. Any ideas what it could be for? It has apparently been dangling for quite some time. Also, any insight on the blinker issue? Front and rear no longer working but all other lights are fine, just swapped MFS with one from a pick and pull and everything worked fine until I removed and replaced the bed.
 
That strap is supposed to ground fuel tank/filler neck assembly to body or frame. I'll try to remember to trace mine out tomorrow and let you know how it's supposed to be routed.
