Where does the ground wire connect to?

Its a short one connected to the body on the passenger side just above the blower motor housing. Its braided steel.

That needs to be connected to the engine somewhere, doesn't much matter where, as long as it's a good clean metal connection. I think it originally connects to the back of the head.

It's not long enough to reach the engine anywhere.

Is it damaged?

The only other place it could go is the hood. Some years had a ground that went to the hood for the light.
