What is the part attached to top of fuel tank?

My '86 2.9L leaks fuel when the tank is full and parked front-down on a slope. The leak is coming from a bad gasket around a part that I have no clue what it is. It's in the hole in front of the sending unit hole. The only connection on it is a plastic tube that appears to be part of the emissions system. I can find nothing on any retail site in the fuel or emissions section resembling this. Motorcraft's site won't even pull it up, even though it's clearly a Motorcraft part number.
Number on seal of part: E3EC-9B076-AA

I'm sure someone knows off the top of their head what this is and you'd enlighten me, I'd really appreciate it!

That doesn't appear to be a part carried by the average parts store. Any way to get one without involving a Ford dealer?

Replacement for E3EC-9BC076-AA is available

I need one of these evap. emissions fuel tank seals and went to my local Ford parts counter today. He said they are still available, but have a new part # which is F6TZ-9B076-AA. Mine is due to arrive in a few days and hopefully it is indeed a plug and play replacement.
