Weird grinding coming from front passenger side wheel

I have a 2000 ranger 4.0L 4x4. It was involved in a side collision with a tree before I bought it. The previous owner changed the upper control arm. I bought it, it has a weird grinding sound coming from the front passenger side wheel. When it is on jacks the front passenger wheel will not spin. Took the brakes off, and they aren't dragging, took the hub off and the wheel bearing isn't grinding and does spin freely.
I'm wondering if it could be the CV axle. All other wheels spin freely. It is a live axle truck and it is currently in 2WD.

Any help is greatly appreciated.
