Vacuum Hub/Climate Control Question

When I bought my truck, it already had Rugged Ridge hubs put on. However, when I would accelerate the vents would shift from panel vents to the defrost and back again.
Right now, I found a dry rotted fitting at the three way connector that connects the a/c canister, the vacuum relay and the main vacuum.
Can I just remove the thee way connector and make it into an two way connector and let the 4wd system have no vacuum?

Capped it off, and now the A/C will not engage.
Not that I need the A/C, but I need the defrost for winter.
If I uncap it the A/C will still not engage.
 
Have you tried replacing the rotted bits, so that it's exactly the way it ought to be? That would be a logical first step.
