Uneven braking

When I press on my brakes, my left rear wheel locks ups for about one to two seconds, then releases. Also, it takes alot of brake pressure to get the vehicle to stop. The ABS light is NOT on, and new brakes/rotors/drums. Any ideas?

Check the slide pins arent stuck. Also, bleed them. Thats where i would start

I start by bleeding and check if its proper fit and do a test drive

Make sure you aren't leaking brake fluid. I had a car with a bad wheel cylinder and got brake fluid all over the shoes and it acted like that.
