Transmission won't shift when stopped

I have a 90 ranger 2wd 4cyl MT. It shifts fine when moving but if you come to a complete stop you have to turn off the engine to shift into gear. Does anyone have any ideas on what my problem is? Thanks.
 
Clutch Master or Slave cylinder leaking/bad seal/failure. Not much else will cause what you are experiencing.

annnnnnnnnnnnnnnd....check the oil level in the transmission case!

aaaaaaaaaaaaaaaaaaannnnnnnnnnnnnnnnnnnnnnnddddddddddd........ make sure the fill plug comes out before you drain it if you decide to!!

I'd imagine if the oil level was low it would still go into first and/or would be having a lot more problems shifting normally?

But yes, that would be another item to check.
