Supposedly the trans slipped in 2nd, the previous owner mumbled something about replacing the modulator.

He said the trans leaked, but he didn't know where.

Well I got under it today, and it's leaking out the VSS, my guess is the o-ring is bad.

So..can low fluid cases a trans to slip?

Also, can adjustments be made while it's on the vehicle?
 
Low fluid is pretty much a main culprit in a automatic trans slipping. It uses the fluid to pressurize the clutch packs, low fluid = low pressure = slipping clutches. I'd replace that gasket and top that sucker off pronto, that situation will kill an auto quick. if it's full of fluid and still slipping, the damage has been done...
 
The band(s) are really the only things that are adjustable, and they can be adjusted with the trans in place. You should have an inch-pound torque wrench available before starting since the band adjustment is torque critical.
