the way i did mine was
used a paint remover (from the autopart store) to remove oem clear coat on the lip
sand down from 180 all the way to 600 (lip)
then polished the lip. i used a 3m pad and a powerball mini with metal polishing paste.
i masked the polished lips before i spray paint the wheel. than removed the mask to clear coat everything. i used duplicolor paint and clear for mag wheels.
tires were still on. took at least 25 hours to do 4 wheels...
