I need to know where the tc plug gets it power and ground from
 
Ground from pcm ...

Power off of sensor common from eec power relay

Is there one for a 1988 my tcc is a 2 pin not a 3

TCC solenoid wire runs to pin 53 on computer, but MANUAL TRANS computer won't have the firmware/software inside so pin 53 won't do anything
You need an automatic trans computer

People have used Speed sensors to manually ground TCC solenoid

Yes, 12v for solenoid comes from EEC Relay Power On wire, they are red and run to fuel injectors, IAC Valve, EGR solenoid(if so equipped) and computer pins 37 and 57
You can tap any one of those Red wires to get the Key ON 12volts
